Current rates for water and sewer service.PUB's water and sewer rates are set by the Board of Directors and subject to regulatory approval. Rates are structured to cover the full cost of operating, maintaining, and improving our water and wastewater infrastructure.

Water Rates

A minimum monthly customer charge based on meter size, plus a per-1,000-gallon volume charge for actual usage.

Fees & Policies

Charges, deposits, and adjustments

Well Water Charge (Sewer Fee)

Monthly charge will be based upon a usage of 4,500 gal./month unless the customer installs metering equipment to measure actual volume of water usage.

Deposit (Sewer and Water Individually)

New applicants may be required to deposit a minimum of $50.00 or 2/12 of the annual estimated charge for service, whichever is greater.

Leak Adjustment Rate (Sewer)

$1.55 per 1,000 gallons shall be used when a bill reflects unusual consumption which can be attributed to eligible water leakage on the customer’s side of the meter. This rate shall be applied to all unusual usage, in accordance with (i) the rules of the Public Service Commission, and (ii) the utilities leak adjustment policy.

$1.55 per 1,000 gallons shall be used when a bill reflects unusual consumption which can be attributed to eligible water leakage on the customer’s side of the meter. This rate shall be applied to all unusual usage, in accordance with (i) the rules of the Public Service Commission, and (ii) the utilities leak adjustment policy.

Water Not Returned to Sewer System

Where a user of the system uses water annually averaging over 10,000 gal./month and maintains separately at the customer's expense a meter that measures the amount of water supplied to a particular premises and not discharged into the system, the rates and charges will be applied only to the metered amount of water supplied to the premises and discharged into the system.

Returned Check Fee (Water and Sewer)

A service fee of $24.00 will be charged for each check returned for insufficient funds.

Delayed Payment Penalty Charges

All current usage billings not paid in full by the latest pay date — which shall be no sooner than the twentieth (20th) day following the date PUB mails the bill — will have ten percent (10%) added to the net current amount unpaid. The delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.

Connection Fee (Sewer)

A connection fee of four hundred dollars ($400.00) shall be paid by each customer who makes a service connection from his property into the system, except in the following cases:

  • An owner of property that has been previously assessed for the sewer improvements under the provisions of the West Virginia Code.
  • An owner of property, or the predecessors in title, who has already paid the costs of constructing the sewer including the service line — provided that the sewer and service lines were installed in a manner acceptable to PUB and in compliance with the Public Service Commission rules.
Connection Fee (Water)

For connections one inch or smaller, the fee is three hundred fifty dollars ($350.00) for each new water service line, and includes the tap of the main line, the service line from the main to the property line or curb stop, and the meter installation including the meter pit or vault.

For connections larger than one inch, the fee is the actual cost of the installation and includes the tap of the main, the service line from the main to the property line, and the meter installation including the meter pit or vault. Upon receipt of an application for service connection larger than one inch, the utility will provide an estimate of actual cost, which amount must be deposited by the applicant in advance of the installation. Final settlement will be made with the applicant following the actual installation.

Reconnection Fee (Water and Sewer)

Whenever the supply of water to any customer is turned off for violation of rules and regulations, nonpayment of bill, or fraudulent use of water, there is a twenty-five dollar ($25.00) charge for re-established service.

Hydrant Meter Deposit

A deposit of one thousand dollars ($1,000.00) shall be charged for each water meter provided to a customer requesting temporary water service from a fire hydrant for construction or other use approved by the Utility Board staff. Following the return of the hydrant meter, all final charges for water usage and any meter damage will be deducted from the deposit amount and the balance refunded to the customer. If charges exceed the amount deposited, the customer will be billed for the remaining balance.

Damaged Meter Fee

Whenever a meter is damaged due to inclement weather and the customer has been negligent in maintaining adequate temperatures to prevent the meter from freezing, the customer shall be assessed a fee no less than the cost of said meter. Such fee is to be paid prior to service being restored.

Administrative Fee

Whenever the supply of water to any customer is scheduled to be turned off for nonpayment of bill and the customer chooses to make the payment in the field instead of by the proper methods of payment, that customer will be assessed a twenty-five dollar ($25.00) charge.
