General Laborer
Job Purpose
Performs a variety of manual and semi-skilled tasks in the operation, maintenance and construction of the water and sanitary sewer systems.
Salary
- $16.07 - Starting
- $17.63 - At 6 Months with good performance
- $17.86 - At 12 Months with good performance
- $18.99 - Job Maximum with good performance

Duties and Responsibilities (include but are not limited to the following)
- Performs multiple task in the construction and repair of the water and sanitary sewer systems, including but not limited to pipe laying, operating 90 lb pavement breaker, operating compaction equipment, pouring and finishing concrete, asphalt replacement, truck driving, routine equipment maintenance, lawn restoration.
- Responsible for the safe operation of the equipment utilized in the performance of the daily work.
- Required to perform, as may be necessary, work described at a lower grade which the employee is capable of performing.
Qualifications
- Willingness and ability to perform heavy manual work for an extended period under varying climatic conditions.
- Ability to understand and follow oral and written instructions.
- Ability to establish and maintain an effective working relationship with fellow employees and the general public.
- Ability to deal courteously with the public.
Experience and Education
Any combination of training, experience and education that could likely provide the required knowledge and abilities stated above, and the ability to perform the duties of the position would be qualifying. A typical way to obtain the knowledge and abilities would be:
- Some experience in performing semi-skilled maintenance and/or construction tasks, and completion of a standard high school course.
Licenses and Certifications
- Possession of a valid West Virginia Class A commercial driver’s license, or state of residence if other than West Virginia.
- Certification by the State of West Virginia as a Class C Wastewater Operator. (desired but not required)
- Certification by the State of West Virginia as a Class WD Public Water System Operator. (desired but not required)
Working Conditions
- Routine shift will be from 7:30 am to 4:00 pm, Monday thru Friday, but shall be required to work overtime when needed.
- The work required for this position shall be conducted both indoors and outdoors regardless of weather conditions.
Physical Requirements
- Heavy
- The ability to lift 75 pounds.
- The ability to move safely over uneven terrain.
- The ability to safely climb ladders and stairs multiple times daily.
- The ability to respond quickly to sounds.
- The ability to see and respond to dangerous situations.

Electrician
Job Purpose
Under the general supervision of the Facilities/Equipment Maintenance Supervisor, repairs and maintains electrical systems and equipment.
Salary
- $20.96 - Starting
- $22.31 - At 6 Months with good performance
- $22.94 - At 12 Months with good performance
- $24.58 - Job Maximum with good performance

Duties and Responsibilities (include but are not limited to the following)
- Repairs and maintains electrical systems, equipment , wiring and fixtures.
- Installs conduit using benders, thread dies and cutters.
- Installs and repairs breakers, panels, motor controls and variable frequency drives.
- Installs, tests, troubleshoots, repairs, inspects and maintains metering and recording instruments, controlling and signaling devices.
- Troubleshoot and repair telemetry, Supervisory Control and Data Acquisition systems and programmable logic control software and equipment.
- Assists in performing routine and corrective maintenance on equipment utilized in the water and sanitary sewer systems and the related facilities and structures.
- Responsible for the safe operation of the equipment utilized in the performance of the daily work.
- Directs the work of others on specific projects and trains/coaches less experienced personnel on procedures of the work, when necessary.
- Required to perform, as may be necessary, work described at a lower grade which the employee is capable of performing.
Qualifications
- Knowledge of the West Virginia/National Electric Code, standards and regulations.
- Knowledge in high, medium and low voltage electrical systems.
- Skill in the use and care of bench and hand tools, machines and equipment of the mechanical trades.
- Ability to read, interpret, plan and lay out jobs from blueprints, electrical diagrams, schematics, manufacturing instructions and oral instruction.
- Ability to use specialized electrical testing equipment.
- Knowledge of electrical principals and theory, programmable logic controllers and human interface software and hardware.
- Knowledge of operation, maintenance and repair of radio telemetry, recording instruments, control and signaling devices and related equipment.
- Working knowledge of treatment plant and pump station equipment and processes.
- Ability to manage work time effectively and efficiently.
- Knowledge of the occupational hazards connected with general maintenance operations and ability to take appropriate safety precautions.
- Ability to communicate effectively, orally and in writing.
- Ability to establish and maintain an effective working relationship with fellow employees and the general public.
- Ability to supervise others effectively.
- Ability to deal courteously with the public.
- High School Diploma or equivalent.
- Possession of a valid West Virginia driver’s license, or state of residence if other than West Virginia.
Experiences and Education Any combination of training, experience and education that could likely provide the required knowledge and abilities stated above, and the ability to perform the duties of the position would be qualifying. A typical way to obtain the knowledge and abilities would be:
- Five (5) years or more of progressive experience at the Journeyman level or greater;
- Two (2) years or more of on-the-job SCADA and instrumentation experience;
- High School diploma or G.E.D.; plus successful completion of an accredited electrical/electronic technician apprenticeship program;
- Associate of Science degree in electrical/electronics technology;
- CCST(Certified Control System Technician) Certification desired;
- or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

- Possession of a valid motor vehicle operator’s license issued by the State of West Virginia or the State of residence if other than West Virginia.
- Possession of a West Virginia Journeyman or Master Electrician’s License
